hi firstly welcome to the forum

your heater may have an airlock or there may be a blockage in the heater matrix i would disconect the heater matrix pipes and fill with a rad cleaner and laeve overnight then thoroughly flush the matrix out the next morning and reconect the pipes drain the complete system and flush out backwards and forward flow

refill the whole system and it should hold coming on for 10 litres

you may have flushed the whole system before but if there is loads of crud in the matrix it wont help as the water will go past the vents that are blocked hence the need for a suitable rad cleaner

when the car is hot is there any heat at all from the heater ?
